As the governing body of Group Health, the Board of Trustees votes on all major policy decisions. Eleven trustees are elected by Group Health members. They serve three-year terms.

Phyllis Best
Phyllis Best is the owner of Northwest CFO Advisory Services, a financial consulting business, and chief financial officer of The Factory Company International. She formerly served as chief financial officer of Buck Knives, Inc., and has more than 20 years experience in manufacturing. She holds a bachelor's degree in accounting and a master's degree in business administration from the University of Tennessee.

Jerry Campbell
Jerry Campbell is the retired owner of an investment management firm and also had a 35-year career in U.S. and Canadian health and life insurance companies. He holds a bachelor's degree in business administration from the University of Missouri.

Ann Daley
Ann Daley is executive director of the Washington State Higher Education Coordinating Board. Formerly she served as executive director of Gov. Christine Gregoire's comprehensive education study, Washington Learns, and as vice president for finance and administration at The Evergreen State College. She holds a master's degree in political science from the University of California at Los Angeles.

Porsche Everson is owner and president of Relevant Strategies, a management consulting firm, and former chief executive officer of Starling Systems. She holds a master's degree in business administration, specializing in technology and innovation management, from Pacific Lutheran University.

Ira Fielding
Ira Fielding retired after 30 years of practice with the Permanente Medical Group in California, where he also served on the Permanente Board of Directors and as chief of Urology and of Quality. He holds a bachelor's degree from Union College and graduated from New York Medical College.

Tracy Garland
Tracy Garland is the owner of Tracy Garland Consulting, a consulting business that helps corporate and health care foundations. Formerly she served as chief financial officer for METRO (Municipality of Metropolitan Seattle) and Washington Dental Service (WDS), and chief executive officer of the WDS Foundation. She holds a master's degree in urban planning from the University of Washington.

Jennifer Joly has held a variety of executive-level legal and policy positions, including general counsel and legislative director to former Gov. Gary Locke.
